* VCAP is a new program in Virginia’s Chesapeake Bay Watershed administered by local Soil & Water Conservation Districts. VCAP helps non-agricultural property owners reduce pollution from stormwater runoff by sharing the cost of projects called “Best Management Practices” or BMPs. The program covers up to 75% of the cost for most BMPs.
