REQUEST FOR PROPOSALS
Greening Concept Plan
Pocomoke City is soliciting proposals and resumes from experienced contractors for a Greening Concept Plan for the downtown business area. This will be a comprehensive plan which will identify all opportunities for green infrastructure in the target area. Examples of some projects to be considered are as follows:
- Replacement of impervious surface with pervious surface
Creation of green space on vacant lots - Community gardens
- Pollinator gardens
- Interpretive signage for green projects
- Creation of street tree pits and curb cutting
- Bio-retention ponds
- Studies related to greening projects
- Green storm drainage
- Bioswales
The downtown consists of the main street, which is Market St., and 5 streets which intersect it in an east-west direction. This would include First St., Second Street, Third Street, Fourth St., and Fifth St.
The final product should be a detailed document providing an examination of the entire downtown for any greening activities which are needed and practical, with emphasis on the waterfront area where a new marina is to be created. The plan will also include suggested timing and ways in which the green elements can be combined with gray infrastructure projects. GIS maps should also be provided as appropriate. The final product must be provided by April 12, 2019.
Selection Process: The City will accept proposals from qualified and interested contractors until February 19, 2019. Proposals should address the criteria listed below and include resume(s) of the proposed principal(s).
Selection Criteria:
- Experience (if any) with similar projects and the level of previous success.
- Value of work for proposed price.
- Qualifications/experience of key employees.
- Ability to include estimated cost along with project recommendations.
- Ability to document rationale and comparative ranking for recommended projects.
- Other criteria as may be appropriate.
- Ability to commit to meeting April 12, 2019 deadline for final project.

Submission Deadline & Instructions
All proposals must arrive at the City address noted above (“Bid Receipt Office”) by February 19 2019, 10:00 A.M. to be considered. Requests for extension of this date or time will not be granted. Bidders mailing proposals should allow sufficient mail and internal delivery time to ensure timely receipt at the Bid Receipt Office. Proposals or unsolicited amendments to proposals arriving after the closing date and time will NOT be considered.
Bidders are cautioned that bids mailed, shipped express, by courier, or hand-delivered to arrive the day of the bid opening must be in the hands of the Bid Receipt Office no later than 10:00 a.m. on the date specified. Bids received later than that time will be returned unopened. Please check your method of delivery to see if it conforms to this requirement. Proposals must be mailed, shipped, or hand delivered to the Bid Receipt Office.
BIDDERS ARE ADVISED THAT MAIL IS DELIVERED ONCE A DAY, AND MAY ARRIVE AFTER THE TIME SPECIFIED FOR BID DELIVERY ON THE APPLICABLE DATE.
BIDS WILL NOT BE ACCEPTED AT ANY OTHER LOCATION. THE CITY WILL NOT BE RESPONSIBLE FOR ANY BIDS DELIVERED TO ANY OTHER LOCATION THAN THE bid receipt office, WHETHER SUCH OTHER LOCATION IS A CITY OFFICE OR OTHERWISE.
Please note that if a bid is mailed, sent by messenger service, or delivered by commercial carrier (e.g. FEDEX, UPS, etc.). THE ENVELOPE MUST HAVE THE LEGEND “BID RECEIPT OFFICE”. City staff receives many items by such services and if the legend does not appear a bid may be misrouted or delayed in opening. The bidder takes full responsibility for the legend and THE CITY WILL NOT DEEM A BID AS TIMELY RECEIVED, EVEN IF RECEIVED ON TIME, IF OPENED LATER THAN THE DEADLINE DUE TO LACK OF THE APPROPRIATE LEGEND ON THE MAILER/OUTSIDE ENVELOPE.
Unless otherwise specified by the City, proposals submitted in response to this solicitation are irrevocable for 90 days following the closing date. This period may be extended only with the Bidder’s written agreement.
The City may cancel this RFP, in whole or in part, or may reject any/all proposals submitted in response whenever this action is determined to be in the best interest of the City. Pocomoke City shall have no liability or obligation to any of the proposers preparing or submitting proposals under this RFP. The City will not be responsible for any costs incurred by a Bidder in preparing and submitting a proposal in response to this RFP.
By submitting a bid in response hereto, the bidder acknowledges that it is familiar with the City’s Code of Ethics, Chapter 37, and certifies that it has no knowledge of any violation of that Chapter, that it has no knowledge of any conflict of interest which may exist or arise under Chapter 37 if the bidder is awarded a contract, and that it has not given any gift (as that term is defined in Chapter 37) to anyone who has or may participate in the awarding of this contract or in the management or supervision thereof.
