This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Environmental Design (Baltimore City).
This is a senior level position that involves independent decision making to manage the resolution of major, complex, environmental and/or politically sensitive issues for highway and transportation projects with the U.S. Army Corps of Engineers (COE), Maryland Department of the Environment (MDE), and other State and Federal regulatory agencies to obtain necessary permits and approvals for all State Highway Administration (SHA) activities that impact tidal or non-tidal wetlands, waterways and floodplains, Chesapeake Bay Critical areas and forests in Maryland. Coordinate SHA’s compensatory wetland mitigation, stream restoration, critical area and forest mitigation activities and designs. This entails locating, planning, and seeking approvals of mitigation sites. Coordination with other Federal, State, County, Municipal and private agencies from the initial preparation of construction plans to the advertisement of completed contract documents, in order to assure an orderly and satisfactory process. |
QUALIFICATIONS: |
EDUCATION: Possession of a Bachelor’s degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticultural or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.
EXPERIENCE: Six (6) years of experience in environmental analysis or permitting to include the development of plans, specifications, estimates, and design of wetland or stream restoration projects. SELECTIVE QUALIFICATIONS: Three (3) years of permit experience in wetlands, waterways, forestry, or Critical Area. *A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability). PREFERRED QUALIFICATIONS: GIS & database knowledge and Maryland wetland/stream, forest, CAC permitting/mitigation experience. |
