The District of Columbia Department of Energy and Environment is seeking to hire a grade 12 environmental protection specialist to manage green infrastructure (GI) projects, including GI maintenance and/or stream restoration.

JOB SUMMARY

Serves as an Environmental Protection Specialist in the Restoration Branch, Watershed Protection Division, Natural Resources Administration, Department of Energy and Environment. The mission of the Watershed Protection Division is to conserve the soil and water resources of the District of Columbia and protect its watersheds from nonpoint source pollution.

DUTIES AND RESPONSIBILITIES

The incumbent serves as an Environmental Protection Specialist with responsibilities for executing District of Columbia and federal grant stormwater management and watershed restoration projects for the agency. Applying for and reporting on federal grants is another critical component of this position.

QUALIFICATIONS AND EDUCATION

Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level, CS-11.

At a CS-12 level, the position requires significant grants and contract management experience, including writing scopes of work, managing grants and contracts, reviewing and approving invoices, and reviewing and reporting on grant and contract deliverables. The incumbent should have experience managing all phases of large green infrastructure and/or stream restoration projects, including planning, environmental assessment, solicitation, design, environmental permitting, construction, reporting, inspection, and maintenance. The position involves significant interaction with District, private, and federal landowners, and engaging with the public to educate them about nonpoint source pollution and the benefits watershed restorationbackground in engineering, biology, environmental science, and/or ecology is desired.

The incumbent should have a strong understanding of the causes of urban nonpoint source pollution, methodologies for stormwater treatment, the ability to work in a team and with a diverse group of partnersThe incumbent should have experience in stream restoration techniques and/or development and maintenance of green infrastructure, i.e., stormwater Best Management Practices (BMPs) and Low Impact Development (LID).

Training in and knowledge of hydrology, green infrastructure, BMP maintenance, and watershed restoration, including stream restoration, is desired.
