JOB SUMMARY
The incumbent will serve as an Environmental Protection Specialist in the Watershed Protection Division at the Department of Energy and Environment (DOEE). The incumbent will lead the newly created green infrastructure (GI) maintenance team, which oversees grants and contracts to train District residents to maintain GI and perform maintenance on all District owned and District installed stormwater infrastructure. The incumbent will play a critical role leading the GI maintenance efforts that help the District keep its GI in optimal condition thereby keeping the city in compliance with its municipal separate storm sewer system permit requirements and Chesapeake Bay Program Agreements.
DUTIES AND RESPONSIBILITIES
The incumbent should have extensive experience writing scopes of work, requests for proposals, and memoranda of understanding; overseeing grants and contracts; and skills in understanding stormwater management best management practices, inspecting their condition, and performing routine and reconstructive maintenance on GI. Additionally, the incumbent should have skills in communicating, coordinating, and educating a diverse group of partners including government agencies and their personnel, citizens, businesses, property owners, property managers, grantees and contractors about stormwater runoff, the role that GI plays in treating stormwater, and the maintenance of GI facilities. The incumbent should have experience managing a team and prioritizing projects; extensive knowledge of and experience implementing and maintaining GI and effective training techniques; and the ability to effectively communicate with a diverse group of stakeholders is required. The incumbent will also lead the team’s efforts to track and report GI maintenance activities for internal purposes and for federal reporting and respond to requests and questions regarding GI maintenance.
At a CS-13 level, the incumbent is expected to work independently with little oversight from superiors and will be expected to use good judgement in decision making and when to communicate and elevate issues to superiors. The position requires excellent communication skills as the incumbent will aid in the design of outreach materials, develop strategies to coordinate with other District agencies, and regularly interact with grantees and contractors to provide training, aid in job placement, and oversee their GI maintenance work. In addition, the position requires subject matter expertise in GI, exceptional organizational and data management skills, and the incumbent will be expected to make site inspections assessing the condition of GI facilities and suggesting the appropriate maintenance for them.
QUALIFICATIONS AND EDUCATION
This position requires one (1) year of specialized experience equivalent to the CS-12 grade level in the District of Columbia government.
Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Salary Range: $94,858.00 – $122,227.00; based on funding
