This position will work under the supervision of the Senior Stormwater Manager to ensure the City complies with all state and federal environmental laws and regulations to preclude pollution of the environment, particularly as a consequence of stormwater runoff. Directly responsible for ensuring that private development complies with all applicable regulatory requirements by performing thorough site inspections and detailed reporting. Position will also be responsible for compliance enforcement, plan review, maintaining the City’s inspection databases, and other tasks as assigned.
Bachelor’s degree in civil/environmental engineering, environmental science, city and regional planning, or a related field, focusing on environmental issues; supplemented by two (2) years to five (5) years of experience implementing environmental protection programs; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities. Preferred qualifications and skills include experience in environmental design, practice, education and ideologies surrounding environmental issues. Must be competent and knowledgeable in the Virginia Stormwater Management and Erosion and Sediment Control Programs, the National Flood Insurance Program, Chesapeake Bay Preservation Act, Environmental Management, Environmental Science, Construction Practices, and Watershed and Water Resources Management. Such skills should include a high level of competency in the use of desk top and mobile computers, time management and organizational skills, and the ability to read and understand detailed construction plans. The ability to exercise independent ethical judgment is required. Background and driving record checks required. The successful candidate will have or be able to obtain within six months the Combined Administrator Erosion and Sediment Control Program Certification and the Virginia Stormwater Management Program Combined Administrator Certification, or the Dual Combined Administrator Certification.
