JOB SUMMARY

Performs civil engineering work at the professional level in the field and office and does related work as required.

ESSENTIAL JOB FUNCTIONS

 Serves as stormwater management engineer, enforcing grading, sediment and erosion controls as specified in the City Code;

 Educates the public on stormwater management in regards to specific projects;

 Reviews and issues grading and stormwater management approval on permit applications;

 Inspect stormwater management construction in progress and upon completion;

 Maintains the Stormwater Management Utility Fee Credit Program List;

 Writes field correction notices to contractors to correct issues on site;

 Conducts investigations of routine complaints for flooding, sedimentation, water pollution, filed by the general public;

 Conducts inspection of existing infrastructure and develops a remediation plan, if necessary;

 Conducts inspections for bond reduction/release and if issues are present, development of a punch list;

 Plans reviews for Grading Permits, Building Permits, Site Design Reviews, Adequate Public Facilities, and Subdivisions for compliance with state and city codes;

 Maintains records of stormwater management devices installed throughout the City and maintains a computer data base of such devices and their periodic inspections;

 Supervises and maintains necessary records and reports, including NPDES compliance;

 Provides technical guidance to inspection staff for code enforcement of permits issued;

 Participates in the preparation of specifications, plans, estimates and reports pertaining to the construction, maintenance and operation of a variety of engineering or utility projects;

 Assists the Department of Public Works as necessary on Capital Projects;

 Performs a wide variety of other civil engineering duties of the same level of difficulty; and

 Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience Bachelor’s Degree in Civil Engineering from an accredited university; and three (3) years of related experience. Special Qualifications: Possession of an Engineer-In-Training Certificate or the ability to secure such certificate within six (6) months; Possession of a Professional Engineer License or the ability to secure such certificate within two (2) years. Possession of a valid Maryland State Driver’s License.

Knowledge, Skills and Abilities:

 Knowledge of stormwater management practices normally associated with civil engineering procedures, including TR-55 and the Rational Method, computer literate with familiarity of TR-55, data base and word processing software;

 Knowledge of modern principles and practices of civil engineering;

 Knowledge of NPDES, MS4 and TMDL requirements;

 Ability to plan and supervise the work of lower classes of engineering aides;

 Ability to secure the cooperation of construction contractors and others;

 Ability to use good engineering judgment;

 Ability to operate small office equipment, including copy machines or multi-line telephone systems;

 Ability to operate computers for data entry, word processing and/or accounting purposes;

 Ability to operate highly technical computer applications, such as GIS or CAD;

 Ability to repair, develop or install complex software or management information systems;

 Ability to create and guide implementation of capital improvement plans or programs; and

 Ability to create plans for and guide implementation of major construction projects.

PHYSICAL/MENTAL DEMANDS T

he work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

 Balancing ability: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

 Climbing ability: sufficient to ascend or descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

 Crouching ability: sufficient to bend the body downward and forward by bending leg and spine.

 Grasping ability: sufficient to apply pressure to an object with the fingers and palm.

 Handling ability: sufficient to pick, hold, or otherwise work, primarily with the whole hand.

 Hearing ability: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

 Kneeling ability: sufficient to bend legs at knee to come to a rest on knee or knees.

 Lifting ability: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

 Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.

 Reaching ability: sufficient to extend hand(s) and arm(s) in any direction.

 Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

 Speaking ability: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

 Standing ability: Particularly for sustained periods of time.

 Stooping ability: sufficient to bend body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.

 Talking ability: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

 Visual ability: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; to operate motor vehicles and/or heavy equipment, by both day and night.

 Walking ability: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
