Position Announcement: Mine Drainage Coordinator
The Susquehanna River Basin Commission (SRBC) is an interstate government agency. Our mission is to enhance public welfare through comprehensive planning, water supply allocation, and management of the water resources of the basin. To accomplish this mission, the SRBC works to reduce damages caused by floods; provide for the reasonable and sustained development and use of surface and groundwater for municipal, agricultural, recreational, commercial and industrial purposes; protect and restore fisheries, wetlands and aquatic habitat; protect water quality and instream uses; and ensure future availability of flows to the Chesapeake Bay.
The SRBC Mine Drainage Program, a unit within our Monitoring & Protection group, is devoted to developing projects that lead to the evaluation, design, and implementation of actions that reduce impacts to water resources caused by legacy mining. The Mine Drainage Coordinator reports to the Monitoring & Protection Program Manager.
Job Description
The Mine Drainage Coordinator is primarily responsible for:
- Developing legacy mining restoration project opportunities within the Susquehanna River Basin;
- Facilitating and enhancing partnerships working to restore mining’s legacy damages;
- Managing implementation of projects, ensuring projects are completed within the scope of work and budget;
- Overseeing and ensuring the day-to-day progression of activities within the Mine Drainage Program;
- Developing proposals for obtaining grant funding for legacy mining restoration projects;
- Providing oversight for Mine Drainage Program staff; and,
- Acting as both the technical and managerial interface for activities of the Mine Drainage Program.
Required Knowledge, Competencies, and Experiences
- Thorough grasp of theoretical and applied principles in one or more physical or environmental science disciplines such as geology, hydrology, chemistry, biology, engineering, and physics with emphasis pertaining to water resources.
- Ability to communicate clearly and concisely in oral and written format.
- Able to be accurate and detailed when recording scientific measurements and observations.
- Experience with scientific and technical report preparation including narrative structure, data analytics, data visualization, and familiarity with commonly-available computer software tools used for word processing, tabulation and mathematical processing, and graphical presentation.
- Capacity to establish and maintain effective working relationships with co-workers, peers/colleagues in state/federal agencies and stakeholder groups, and the general public.
- Organizational, time management, and project management skills sufficient to fulfill assigned duties and responsibilities.
- Knowledge and experience with evaluation, design, and treatment of legacy mining impacts to water and aquatic resources. Experience in the engineering design and construction processes for passive and active treatment systems is required. Experience with Appalachian and especially Pennsylvania’s coal fields, is preferred.
Minimum Education and Work Experience
- Requires a Bachelor’s degree in a physical or environmental science or engineering discipline with emphasis on water resource management.
- Work experience must demonstrate the ability to perform the job as outlined in this description.
The Commission’s compensation plan includes a combination of a competitive salary based on relevant experience
and comprehensive benefits including health care insurance and participation in Pennsylvania State Employees
Retirement System. There is no civil service exam requirement.
