The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking an experienced Athletic Field Construction Representative in its Park Development Division. The Park Development Division is responsible for implementing the Department’s Capital Improvements Program (CIP) for the acquisition, design, construction, and renovation of acres of parkland within Montgomery County, Maryland.
The incumbent will work closely with the Department’s construction managers and project managers to inspect CIP/MCPS projects, which may include ball fields, playgrounds, parking, bridges, trails, stormwater management facilities, utilities, pervious pavements, stream restorations, structures, and other construction/maintenance projects on park properties by other agencies, developers, ADA compliance and utility companies.
This is an exciting time to join the Department, which serves a diverse population of more than one million residents in Montgomery County, Maryland, and manages 424 parks on more than 37,000 acres of parkland with a career staff of approximately 830 employees. The role and impact of parks have expanded considerably over the last few years, especially during and as a result of the pandemic. This position will be key in managing priorities around the maintenance and growth of one of the largest local park systems in the country.

What the job will involve:
Work is assigned in terms of functions, priorities, requirements of specific assignments. The incumbent independently plans and carries out the work in conformance with these parameters, established policies/procedures and accepted practices of the field of work, and resolves commonly encountered problems by selecting and applying, or adapting and adjusting, the applicable guides. The incumbent is to keep the supervisor, project managers and others informed, and to seek assistance only for particularly complex or high- profile matters. Work is expected to be effective – the incumbent is held responsible for results and is reviewed in terms of conformance with guidelines, quality, quantity, timeliness, teamwork, customer service and other
factors.
Working Conditions:
Works in indoor and outdoor settings. On a regularly recurring basis, moves, bends and stoops or otherwise positions self, and transports and operates equipment. Lifts, carries or otherwise moves/uses objects weighing up to (or requiring force of) 25 pounds on own and heavier objects with assistance or mechanical advantage. Is regularly exposed to inclement weather such as rain and high winds, noticeably hot, cold or humid outdoor conditions and a variety of potential hazards from driving and working in the field at construction sites amid unfinished construction or nearby energized electrical equipment or moving equipment. Maintains situational awareness, adheres to established safety procedures, takes care and wears personal protective equipment to minimize potential hazards to self. May be subject to various job demands such as high volume of work and tight deadlines.
Examples of Important Duties
- Conduct daily inspections on MCPS field maintenance projects to ensure contract compliance.
- Conduct daily inspections on various construction projects to ensure compliance with construction documents, permits, and other contract requirements.
- Prepare daily inspection reports (DIR) with photo logs of construction projects, including monitoring contractor’s compliance with project schedule. Communicate deficiencies to contractor under guidance from contract manager.
- Maintain tracking records for contract implementation and review Contractor’s payment requests to verify the progress of the project and completed quantities.
- Coordinate field adjustments to minimize impacts to natural resources.
- Inspect and assess the existing condition of infrastructure, including but not limited to athletic fields, sports courts, bleachers, fences, retaining walls, pavements, and ADA accessibility, etc.
- Solicit, review, and approve vendor quotes and monitor work performance and quality control.
- Manage contract expenditures and coordinate with budget staff to confirm remaining funds available.
- Analyze and monitor contractor performance, applying contract language in consultation with supervisor. Review change order requests and provide recommendations to supervisor.
- Review plans, details, specifications, and requirements for athletic field and various construction projects.
- Attend departmental and interagency meetings to coordinate and develop programs, resolve disputes, and exchange information.
Preferred Qualifications:
- Maryland Pesticide License in 3C Turf (Is required within first year of employment)
- Maryland Professional Fertilizer Applicators Certification (Is required within first year of employment)
- Advanced Microsoft Office Suite software knowledge
Minimum Qualifications
1. Bachelor’s degree in park management/administration, outdoor recreation, natural sciences, or a related field and one year of park management experience that included supervision and leadership of a staff; or
2. An equivalent combination of education and experience.
3. Valid driver’s license.
4. Additionally, contingent upon area of assignment, some positions in this class may require:
a. Commercial Driver’s License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator’s certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.
