Notice of Request for Qualifications  Professional Engineering Services Watershed Planning

Due July 12, 2024

 The Town of Bath, Berkeley Springs, WV is seeking to retain a West Virginia Licensed Firm to provide services for Watershed Planning and the development of an Environmental Assessment for Warm Springs Run Watershed in Morgan County, WV.

All firms interested in being considered must submit a proposal detailing qualifications, technical expertise, management, and staffing capabilities, related prior experience, and explanation of firm’s current errors and omissions insurance coverage. To be considered for award firms must be registered in the System for Award Management (https://sam.gov).

A competitive evaluation process will objectively select qualified firms for discussions to include Scope-of-Work and Estimated Probable Costs in order to establish a contract for the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Submittals to townofbath@wvdsl.net must be received prior to 4:00 pm on July 12, 2024.

All applicable laws, rules, and regulations including Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, and Conflict of Interest Statement and Access to Records provisions. The selected firm must also comply with the Minority/Women-Owned Business Enterprise and Affirmative Action requirements. The Town will afford full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin. The contract will be awarded to the best qualified offeror whose proposal is determined to be the most advantageous to the Town, price and other factors considered.
