Position Description

This posting will be used to fill a Full Time, Permanent, Planning Administrator (BWPR/Ecological Assessment) position with the Department of Public Works in Anne Arundel County Government.

This is advanced professional and administrative work in conducting program administration of the County’s TMDL Implementation Program, and closely coordinate with the NPDES MS4 Permit Program, to ensure accurate and complete project execution and tracking to achieve State and Federal regulatory requirements. Coordinate with restoration project implementation staff to account for, and ensure compliance with the pollutant load reductions and impervious surface management requirements of the TMDL Implementation Program and the NPDES MS4 Program. Coordinate with and provide technical assistance to County Bureaus and Agencies regarding environmental policy.

NATURE AND VARIETY OF WORK

Administer the County’s TMDL Implementation Program to ensure compliance with Federal and State requirements. Work in conjunction with the Modeling & Analysis Engineer Manager, the Capital Program Engineer Managers, the NPDES MS4 Program Administrator and representatives of County Land Use Agencies (DPW, OPZ, I&P), Recreation & Parks, and Health Department to ensure project and program execution & tracking to achieve the County’s Chesapeake Bay TMDL load reduction allocations and the load reduction allocations associated with the County’s individual TMDLs.

Supervise and manage the performance of NPDES MS4 Permit and Watershed Assessment and Monitoring Program staff. Monitor employee productivity and accountability. Complete and conduct employee performance evaluations. Establish work program goals and manage staff to successfully achieve established goals.

Monitor progress of Capital project and NGO restoration project implementation to ensure that the associated pollutant load reductions and impervious surface managed via these projects is documented and reported to State and Federal agencies.

Develop and maintain cooperative coordination of work programs and projects with federal, state, and county agencies, interdepartmental bureaus and divisions, as well as community associations and businesses.

Pursue hypothesis driven research through the supervision and management of the Ecological Assessment and Evaluation unit and associated staff to ensure that BWPR restoration goals and objectives are based on sound science. Engage with non-County researchers to enhance and expand BWPR’s research and monitoring efforts.

Coordinate work efforts with, and provide technical assistance as requested, within area of expertise to supervisors, program managers, and other County agencies and staff regarding environmental planning, land use, and associated regulatory requirements. Review and comment with timely response to requests for input. Serve on ad-hoc technical review committees and provide sound, science-based recommendations for policy making.

Provide program and project support for the County’s BWPR and other County agencies, departments, and programs as well as State and Federal environmental organizations to assist in addressing identified environmental issues and provide support in developing appropriate solutions.

Assist Bureau managers with effective development of and revision to administrative and technical documents. Review and suggest improvements that will provide more efficient and higher quality work products such as policies and procedures and operating manuals.

Minimum Qualifications

A bachelor’s degree from an accredited four-year college or university with course work in planning, environmental planning or natural resource management or a closely related field; six (6) or more years of experience in major professional planning and zoning projects, managing ecological or water resource programs including: program development, staff supervision, project development and execution, contract management and budgeting. To include two (2) or more years of lead worker or project management; and a valid non-commercial Class C motor vehicle operator’s license.

Supplemental Qualifications

Preference given to candidates with experience the following:

1. ) Experience with managing ecosystem research including: Maryland Biological Stream Survey (MBSS) techniques and geomorphology.

2.) National Pollutant Discharge Elimination System (MS4) Phase I permit administration, Chesapeake Bay TMDL and individual TMDL implementation

3. ) Possess excellent oral and written communication skills.
