DEP is seeking to fill a Construction Representative III position in the Design and Construction Section of the Watershed Restoration Division. The individual will inspect and monitor construction, repair, and replacement of stormwater management facilities by independent construction contractors. The position also ensures compliance with the contract and applicable codes, ordinances and regulations relating to construction, repair, and replacement of stormwater management facilities.

The selected individual will ensure proper completion of contract construction performed on sites throughout Montgomery County. The position also verifies invoices submitted for completed work.

Key responsibilities include, but are not limited to:

• Performing daily monitoring and measurement of the construction of stormwater management facilities by contractors to ensure that contract work is completed in an acceptable manner; and preparing daily construction reports.
• Requiring and verifying compliance with contract documents, permit requirements, engineering standards, and all applicable county, state, and federal laws, codes, ordinances, regulations, and guidelines; and ensuring contractor compliance with safety codes and laws.
• Overseeing inspections performed by engineers and contractors; verifying inspections occur and inspection results are provided when required; maintaining documentation of inspections; and performing a final acceptance inspection of contract work.
• Reviewing and providing approval/rejection recommendations to supervisor on contractor submittals including schedules, invoices, and change proposals; monitoring deliveries of materials; taking field measurements of constructed work, and evaluating contractor invoices against field measurements and delivery of materials to site.

The successful applicant will have a background in construction, environmental science, engineering, and hydraulic principles.

The ideal candidate will have considerable knowledge of County laws and regulations pertaining to quality control and inspection programs for stormwater management work, as well as experience with enforcement and compliance. The successful candidate should have demonstrated ability to effectively communicate orally and in writing, as well as handle communications and negotiations with tact, resourcefulness, and good judgement, even in confrontational situations.

Work is performed primarily at construction sites, in the field, with exposure to adverse weather. The work involves the ability to conduct fieldwork in conditions of moderate to severe physical risk including: sitting, standing, walking, pushing, pulling, lifting, carrying and other physical demands typical of people who work in the field and also perform administrative duties; effort includes standing for long periods, kneeling, stooping, bending and reaching to inspect areas and work located in trenches and other areas of the work site; and the use of ladders or scaffolding to view certain spaces.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend meetings, visit sites for field investigations, conducting surveys, and/or observing or inspecting construction, and performing other work at locations outside the office.

Occasional evening and/or weekend work may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

MINIMUM QUALIFICATIONS

Experience: Seven (7) years of experience in construction or inspection of stormwater management structures and site work construction.

Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.
