SALARY RANGE: $74,803.00 – $119,684.00 Annually

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.
CLASS DEFINITION
Positions in the Operations Officer series contribute to the effective management of an organizational unit, e.g., section, division, or agency by supervising and/or managing staff, problem solving as an individual contributor, or project managing.
Positions in the Operations Officer series are differentiated based on the following factors: analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.
SELECTION PROCESS

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a bachelor’s degree in business administration, public administration, management, or related field from an accredited college or university.
AND
EXPERIENCE: Have four (4) years of experience in professional-level administrative, operations, or technical work.
OR
EQUIVALENCIES: Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATES:
Have a valid Maryland Class C Noncommercial driver’s license or an equivalent driver’s license and eligible to obtain a Baltimore City driver’s permit.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES
- Knowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing, and controlling.
- Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information.
- Knowledge of the basic principles of accounting, budgeting, fiscal controls, and statistics.
- Knowledge of management practices and methods.
- Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.

TYPICAL EXAMPLES OF WORK:
- Plans and coordinates the review of stream restoration, street, highway, utility, and development projects on parkland or ROWs.
- Supervises employees engaged in analyzing plans and assess impacts on trees and forested land from projects and evaluates compliance with environmental laws and regulations; ensures timeliness and quality of work; evaluates employee work performance, disciplines, and recommends hiring, firing and promotion of subordinates.
- Evaluates projects to determine mitigation requirements for tree and forest impact or removal. Coordinates and reviews replacement planting plans and/or fee in lieu mitigation payments.
- Conducts and coordinates review of engineering design and specifications for a variety of projects for compliance with best management practices, environmental laws, regulations, and City standards and policies.
- Drafts and submits comments on behalf of Forestry Division of BCRP on both government and private led projects.
- Coordinates the installation, revision, or removal of utility infrastructure, streets, roads, paths, buildings, and other landscape features within parkland.
- Coordinate and lead preconstruction meetings to review environmental protection measures prior to construction projects beginning on parkland.
- Oversees the installation of temporary tree and soil protection for projects on park land.
- Attends community and neighborhood planning and development meetings concerning projects that impact park lands and/or trees; meets with representatives of businesses and community organizations to resolve issues.
- Monitors construction projects to ensure best management practices are being followed, including the installation of temporary tree and soil protection measures.
- Coordinates the restoration of completed construction projects with project owner to ensure success of various restoration measures including tree planting and follow up maintenance.
- Assists with restoration projects throughout parkland including integrated vegetation management, soil restoration, tree planting, and reforestation.
- Analyzes work activity and production trends; maintains records and prepares reports recommending policy and procedural changes to minimize and mitigate environmental impacts.
- Performs related work as required.

- Knowledge of construction investigation procedures.

- Ability to analyze work procedures for efficiency and cost-effectiveness and to develop recommendations.
