The Maryland-National Park and Planning Commission (M-NCPPC), a six-time National Recreational and Parks Association Gold Medal Award Winner, is seeking a dynamic, highly organized Park Police Records and Reporting Specialist to work with the Montgomery County Department of Parks, Park Police Division in Silver Spring, MD.

Behind the vast and diverse Montgomery Parks system that hosts 420 parks and encompasses almost 37,110 acres, there is a robust team within the Park Police Division dedicated to protecting the park system and residents of Montgomery County, Maryland.

Under general supervision, the Records and Reporting Specialist serves as the primary point of contact for police-related records management and reporting within the Montgomery County Park Police division. This includes providing direct support to the Records Section, Internal Affairs Section, and other relevant areas or personnel within the division. This position is responsible for analytical administrative support work, and technical tasks which are essential to the successful operation of several specialized functions. The Records and Reporting Specialist assists internal / external law enforcement personnel, the Commission, the community, and others with relevant law enforcement business. Work may be highly confidential and/or highly sensitive.

Examples of Important Duties

Police / Law Enforcement Records Management

  • Update, review, retrieve, and expunge information in MILES, NCIC, MVA, and other police and criminal justice computer networks.
  • Enter reports, supplements, and arrest information into the internal records management system (RMS) in a timely, efficient, and accurate manner. Perform IBR (Incident Based Reporting) quality control checks on all information added to the system.
  • Maintain accurate information entered into the Parking Ticket system. Track all paid and unpaid tickets. Download data into records management database through various sources including e-citation for traffic citations and Traffic and Criminal Software (TraCS) for reportable traffic accidents.
  • Process court related expungements in accordance with court mandated procedures and applicable divisional directives.
  • Process and record all performance related supervisory investigations via the Blue Team computer application (i.e., departmental collisions, lost/damaged property, etc.).
  • Enter internal investigation case files, disciplinary actions, and positive counselings into the IAPro computer system as determined by the IA Commander.

Police / Law Enforcement Reporting 

  • Research, compile and submit Maryland Public Information Act (MPIA) and Freedom of Information Act (FOIA) requests involving Park Police officers.
  • Report citizen involved complaint information to the Montgomery County Police Accountability Board (MCPAB) monthly – attend quarterly meetings as needed.
  • Coordinate and submit citizen-involved internal investigatory files to the statewide committee per the Maryland Police Accountability Act (MPAA).
  • Serve as Victim’s Rights Advocate – MPAA Liaison for complaints
  • Respond to mandatory (officer involved) disciplinary and complaint reporting requirements including demographic information breakdowns to Maryland Police and Correctional Training Commissions (MPCTC).

Additional Responsibilities:

  • Collect and disburse funds received into the Records Section. Audit and balance monies received daily and make deposits into appropriate accounts.
  • Process automated speed/red light/school bus traffic citations received by Park Police employees.
  • Submit and manage information in the eSOPH background system for applicants being considered for employment.
  • Enter internal investigation case files, disciplinary actions, and positive counseling into IAPro system as directed by Internal Affairs Commander.
  • Serve as backup for creating and distributing employee and visitor access badges.
  • Serve as liaison between the department and State’s Attorney’s Office on issues specific to court subpoenas and traffic citations.
  • Train employees and volunteers in various aspects of the records section.
  • Assist with coordinating administrative hearing boards / trial boards (as needed).

Important Skills and Characteristics: 

  • General knowledge of records management processes, policies, and procedures including applicable laws, rules, and regulations relating to the maintenance and release of police records.
  • Ensures confidentiality of information is maintained according to applicable laws, rules, regulations, and administrative orders.
  • General knowledge of standard office practices and procedures, including the operation of standard office equipment.
  • Proficient in MS Office applications (Word, Excel, Outlook) and Adobe Reader / Acrobat (Pro).
  • Ability to establish and maintain effective working relationships with internal and external constituents.
  • Strong emphasis on accuracy and detail.
  • Strong time management and organizational skills.
  • Ability to handle multiple projects simultaneously, prioritize, and work efficiently.
  • Ability to sort, check, count, verify numbers, and make basic mathematical calculations.
  • Flexible and adaptable. Ability to adjust quickly to changing priorities and conditions.
  • Ability to communicate effectively orally and in writing and prepare clear and concise reports.
  • Ability to work independently, be a self-starter and energetically approach tasks assigned.

Preferred Qualifications:

  • At least one (1) year of experience in a law enforcement agency/organization.
  • Bilingual in English/Spanish is a plus.

 

 

Minimum Qualifications

1. Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
2. One (1) year of experience in human resource management, finance or any other related area of business administration.
3. An equivalent combination of education and experience may be substituted, which together total 5 years.

Working Conditions:
Works in an office environment that is adequately lighted, heated, and ventilated. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.
