DEP is seeking to fill a Program Manager I position with experience in outreach and communications to serve in the Communications and Public Engagement Section within the Director’s Office. The individual will focus on identifying and developing partnerships to support DEP’s programs related to a wide range of environmental topics, including energy efficiency and renewable energy, tree and forest protection and enhancement, waste reduction and pollution prevention, sustainable business practices, and other sustainability topics. The partnerships will be formed with key stakeholders in our community, such as Homeowners’ Associations, the Environmental Community, Regional Service Coordinators, Neighborhood Action Teams, Organizations representing various cultural communities, Chambers of Commerce, the business community and trade associations and others to identify partners in the development, delivery, and utilization of DEP’s programs. Additionally, this position will oversee key department programs such as Certified Green Business and will assist divisions with advisory boards.
Key responsibilities include, but are not limited to:
• Identifying partnerships and developing relationships with organizations within the county that are affected by, utilize, or interact with DEP’s programs in order to foster improved coordination between the Department and the organizations; identifying opportunities to expand the reach and effectiveness of DEP programs, or opportunities to partner in delivering services and/or collaborate on outreach and education; and using these opportunities to tailor program parameters, education and outreach programs and materials.
• Coordinating with the County’s Regional Service Coordinators to assist Neighborhood Action Teams to solve issues associated with trash and litter, recycling, stormwater management and flooding.
• Managing efforts related to the Green Business program to promote current certified green businesses and encourage local businesses to join the program, producing and distributing the quarterly Green Business newsletter.
• Providing support for working with the Public Information Office, developing website material, blogs, developing publications of printed material to help inform the various partners of the opportunities for working together, and producing and distributing the monthly My Green Montgomery newsletter.
Candidates must have experience communicating to, and fostering partnerships, with groups and organizations of different types. Experience in environmental programs and a passion for environmental issues, while not a requirement, is a plus. Candidates must have excellent oral, written, and presentation-based communication experience, including the ability to present complex and technical concepts to a general audience, and lead and facilitate community stakeholder outreach and engagement. The successful candidate will have experience managing and prioritizing a varied and demanding workload. Experience in the environmental arena is a plus.
Bilingual applicants in the Spanish/English languages and candidates of diverse backgrounds are encouraged to apply. If the candidate selected for this position possesses multilingual skills, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish to English and vice versa.
This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend meetings, activities and events throughout Montgomery County and perform other duties in support of DEP outreach efforts as well as carry and transport outreach materials.
Occasional evening or weekend work is required.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
MINIMUM QUALIFICATIONS
Experience: Considerable (3 years) of professional experience in partnership development activities.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.
