This position is in the Natural Resources Administration, Watershed Protection Division, Restoration Branch, of the DC Department of Energy and Environment (DOEE). The person selected for this position will manage watershed protection and stormwater management projects. Specifically, they will manage an Innovative Low Impact Development (LID) program. The purpose of this program is to solicit and oversee the implementation of innovative approaches to stormwater management using LID, green stormwater infrastructure (GSI), and/or other ecological methods to improve water quality. Examples of previous Innovative LID program projects include: a “treatment train” of BMPs on a university campus, a research and development project utilizing an active control system to monitor and improve bioretention performance, bioretention facilities in the public right of way, and a green roof and urban agriculture research project.
Duties and Responsibilities
Seeking and applying for grants, managing grants, and reporting on federal formula grants are key duties for this position. Specifically, this position will support the management of federal grant programs, including the District’s Nonpoint Source Management grants and Chesapeake Bay Implementation Grants from EPA. Duties will include helping prepare grant applications, tracking grant performance and metrics, and preparing progress reports and other reporting requirements.
This position also involves significant coordination with District, federal, and private landowners, and interacting with the public to effectively explain stormwater pollution and management strategies. The person selected for this position will utilize their knowledge of watershed protection and stormwater management best practices while conducting effective community outreach and engagement in support of the District’s racial equity and environmental justice goals. Performs other related duties as assigned.
Preferred Experience: At a CS-11 level, the ideal candidate would have a good understanding of the causes of urban stormwater pollution and thorough knowledge of, if not professional experience with, techniques and BMPs used to manage urban stormwater pollution. Education, experience, and/or training in environmental management, stormwater management, watershed protection, or a closely related field is important.
